WASHINGTON REPRESENTATIVES RESPONSES ARCHIVE
Starting in 2001 over 30,000 fax letters were sent by individual constituents to their representatives in Washington. Below is a sample of that fax letter
It was asked for those constituents who sent faxes and received representative response letters, to send them to us for posting online for everyone to see what the responses given by our Washington representatives to the above fax letter. In reviewing the responses, the most common response is "we will keep your views in mind should legislation about UFOs happen in the future." Essentially stating that debating the reality of UFOs is not a pressing issue for Congress. (note this is pre 9-11) Whereas some give official denials based on Project Bluebook and NASA conclusions.
Beyond the reality of the UFO/ET issue surrounds very serious issues in which these testimonies are revealing illegal operations within our government structure which includes misappropriation of trillions of dollars, the targeting and destruction of extraterrestrial spacecraft and their occupants, the expose of 50 years of suppression of derived advanced technologies that if released could have a profound positive impact on the current energy crisis, health care, pollution, and other environmental challenges. Is this important enough to warrant open Congressional hearings on? Not according to how they were apparently indoctrinated to respond to this issue, or not wishing to jeopardize their career positions by taking up this issue.
As an aid in understanding the types of responses received, the following response categories are broken down as follows:
RESPONSE CODES:
0 | POSITIVE ACTION | Taking responsible leadership in addressing this issue with action. |
8 | INTEREST | Having an inquiring interest to understand further these issues. |
27 | VIEWS IN MIND | Without current legislation nothing is addressed other than keeping your views in mind. |
3 | NOT MY DEPT | Stating that they are not responsible for handling or acting on this information. |
7 | NOT A PRIORITY | Based on apparent misunderstanding of this issue, it is viewed as not a priority. |
6 | EVIDENCE DENIAL | Not reviewing the new evidence they base their conclusion on official denials. |
2 | INAPPROPRIATE | Completely unjustifiable response which is inappropriate. |
53 | Total Letters | Posted as of August 26, 2001 (2 weeks before the 9-11 event) |

Responses from the President:
"Because of the large number of similar requests received by the White House, I must decline your request"
"I believe Government should be active but limited, engaged but not overbearing. Your views are helpful
as my staff and I work with Congress to address our obligations to our citizens and to meet the Nation's pressing needs."
"This is to acknowledge that your correspondence has been received by our office.
At this time, we have forwarded it to the appropriate individual for review" "Thank you very much for your letter about energy solutions. The First Lady welcomes the
perspective of people like you who clearly care a great deal about important issues and have taken time to write.
We have noted your comments and shared your letter with the appropriate members of the White House staff" "On behalf of President Bush, thank you for your letter. He appreciates hearing from the
American people about their concerns and welcomes their suggestions.
President Bush is strongly committed to pursuing policies and programs that meet America's
priorities and address our needs. By working with Congress and focusing on results, hi Administration is
making significant progress on an agenda that is worth of our great country.
In support of this goal, President Bush welcomes the ideas and opinions of all Americans.
Thank you for writing him, and best wishes." "I have been asked to respond to your recent letter to President Bush inviting him to attend the Campaign
for Disclosure tour stop in Washington, DC on October 7, 2001 or in New york on October 19, 2001.
While the President appreciates your extending this opportunity, due to the heavy commitments
of his schedule we must unfortunately regret. I know you will understand that with the
tremendous demands on his time, he must often miss events such as this.
The President has asked me to thank you for thinking of him and to covey his best wishes for a successful tour." Responses from Representatives:
"I found the information very intriguing. Please continue to let me know your views on this"
"While it is important to pay close attention to these issues, I am not on the committee of jurisdiction" "Thank you for contacting my office regarding the Disclosure Project. I appreciate your
thoughts on this issue.
Unfortunately, you have been victimized by an internet hoax. The Disclosure Project is
nothing more than a fund raising device for its founders. To my knowledge, no investigative
work of any substance has been performed by this organization. There also are no technologies
in existence that have come from an extraterrestrial origin." "As you know, the possibility of this phenomena has been long-debated,
To further your reading on the matter, I have enclosed a Congressional Service Research
Report entitled 'The UFO Engima' "
"Please be assured that I have noted your concerns and will be back in touch with you with a more
detailed response. I am always eager to hear the views of constituents of the Fifth Congressional district
because they help me evaluate the many issues that come before Congress" "Thank you for your recent e-mail expressing strong support for an open dialogue on potential
interface between humans and life forms from beyond our own solar system. I appreciate you
taking the time to share your insights with me.
As you are aware, the issue of establishing a national defense system, which may incorporate
space based sensors, is currently being discussed by the Administration. As those talks extend
to the Congress, I will be certain to keep your concerns in mind." "Thank you for bringing to my attention the conference regarding extraterrestrial issues and Unidentified
Flying Objects (UFO). I appreciate your taking the time to get into touch.
Unfortunately, I was unable to attend the conference. But knowing of your interest in these issues, I will
keep your comments in mind should topics related to the extraterrestrial come before the House for
debate. Likewise, I hope you will continue to share your concerns with me regarding such matters." "Thank you for expressing your support for congressional hearings on Unidentified Flying Objects
and extraterrestrial events.
While it is important to pay close attention to these issues, especially with our continuous
presence in space, I am not on the committee of jurisdiction. Please be assured should relevant
legislation come before the House, I will keep your views in mind." "Thank you for sharing your views with me on UFOs. I always appreciate knowing about the
concerns and opinions of my constituents, and will certainly take your views under advisement
should this issue ever be deliberated by the House of Representatives." "I am enclosing the information you requested. As your Congressman, I am happy to be of
service to you. If I or my staff can be of any further assistance, please do not hesitate to contact me." "Thank you for your letter about outer space and the possible development of
space-based weapons.
Outer space is the next frontier for exploration and development. We agree that we
need to proceed in a scientific manner when considering space research. Should
legislation affecting the possible deployment or regulation of space-based weapons come
before the House, I will have your views in mind." "Thank you for contacting me regarding the possibility of extraterrestrial
activity in the United States. I support full and open disclosure by all government
agencies of any information regarding Unidentified Flying Objects.
As you may know, both the United States Air Force and the General Accounting Office (GAO)
have conducted reviews of available government information on UFOs. I have enclosed a copy
of the GAO's report on the alleged crash of a UFO in Roswell, New Mexico in 1947.
Although I support efforts to ensure that citizens have full access to relevant
information on these issues, I am unaware of any legislation currently before the Congress
regarding this matter." "Thank you for your letter regarding space based weapons and extraterrestrial relations.
I am unaware of any current legislation to develop and cultivate a relationship with
extraterrestrials. While I do not sit on any of the appropriate committees, I will certainly
monitor future hearings and will keep your views in mind should pertinent legislation be heard
on the House floor.
The Outer Space Treaty of 1967 contains an undertaking not to place in orbit around
the Earth any objects carrying nuclear weapons or any other kinds of weapons of mass
destruction. The actions taken by the Pentagon to date do not appear to violate this provision,
but do protect our national security and our troops stationed abroad. There may be a day that
outer space is used as a battlefield. I do not wish for that day to come, but I do not want our
country to be caught unaware when it does.
The Constitution directs Congress to provide for the common defense. I would be
derelict in my duty and to my oath of office if I did not review carefully defensive measures
that may maintain our way of life and system of government. But, once again, there is a
difference between reviewing developing technology and supporting its deployment. I,
therefore, pay careful attention to debates on the defense budget before deciding how to cast my vote." "thank you for sharing your support for congressional hearings and legislation regarding extraterrestrial
phenomena, space development, and space-based weapons. You may be aware that there are currently no
congressional hearings scheduled with regard to extraterrestrial phenomena. However, please be
assured that I will keep your thoughts in mind, should Congress consider such issues, and as
questions of national defense and space exploration are addressed." "Thank you for recently contacting me regarding the Campaign for Disclosure, which
seeks to bring to light information concerning UFOs and other extraterrestrial events.
I believe that it is very important for the United States to consider testimony from a
variety of sources on these issues, and for this testimony to take place without fear of
repercussions. I am encouraged that you are providing an opportunity for such an exchange to take place.
As a member of the House Science Committee and House Armed Services Committee, I spend a
good deal of time considering issues such as energy, propulsion, and defense. I strongly
support the U.S. space program and the development of space propulsion systems, which will
boost our economy and national defense. The House Science Committee is actively encouraging
the development of space propulsion, and NASA is funding the Advanced Space Transportation
Program to develop future reusable launch vehicles. As you know, Secretary of Defense Rumsfeld has proposed possible space-based
military applications, which are currently under consideration by the Department of Defense. I believe
that our national security is a very important issue and I am considering Secretary Rumsfeld's proposal.
As this issue comes before Congress, I will keep your concerns in mind." "Thank you for contacting our office to express your concern with the events surrounding Unidentified
Flying Objects (UFOs). We appreciate hearing from you. As you know Project Disclosure recently produced witnesses
who testified to the existence of UFOs and the existence of extraterrestrial life. We were aware of the briefing by
Dr. Greer and the Disclosure Project, but were unable to attend. We appreciate your sharing your concerns
along with the sample letter with our office. While the existence of UFOs and extraterrestrial life will continue
to be examined, the United States has a policy of developing and deploying a missile defense system as soon as
technologically feasible. President George W. Bush has not outlined the plans for the national defense system,
but he has indicated that space-based defense will be a part of the total structure of the system. we will keep
your views in mind as the missile defense system plan is debated on the floor of the House." "Thank you for contacting me regarding your concerns about UFO technologies. I appreciate your being in touch.
Currently there are no hearings scheduled regarding allegations of suppressed knowledge by the U.S. government of
Ufos or UFO technologies. additionally, the only major new space endeavor that I am currently aware of is the Bush
Administration plan to create a missile defense shield. while the Administration has not yet provided specific details
about the project, I plan to monitor the issue closely. Please be assured that I will keep your thoughts
in mind should hearings be held or relevant legislation be considered regarding UFOs or UFO technologies during the
107th Congress." "Thank you for your letter regarding UFO's. I appreciate knowing your thoughts"
"I have reviewed your comments and always enjoy the opportunity to hear first-hand from constituents such
as yourself about the matters that are important to you. I will keep your comments in mind" "Thank you for your recent communication regarding Unidentified Flying Objects (UFO) and related
government projects. The subject of UFOs is often overlooked, but it seems that many people have
encountered similar sightings. As you mentioned, a conference at the National Press Club on May 9, 2001,
included more than 20 military, government, and corporate witnesses who testified on the subject of UFOs and extraterrestrial
events. The even was webcast live, and over 250,000 people were waiting online for the press conference to being.
It is evident that this is an issue that affects American citizens and deserves careful consideration.
I understand that the Disclosure Project calls for open, secrecy-free hearings on the UFO/Extraterrestrial
presence on and around Earth. IF such hearings occur, I will carefully review the testimony while keeping
your thoughts in mind. In your fax, you also mentioned your desire to keep space free of nuclear weapons as the weapons might
be used against extraterrestrial civilizations. However, threats from rogue nations are a serious threat toward
our national security. These threats demand a theater high altitude defense system and ultimately these
weapons. For these reasons, I believe we should commit to the deployment of a national missile
defense system. I realize we disagree on the merits of deploying a missile defense system, however, I respect
your position and thank you for sharing it with me." "Thank you for contacting me regarding congressional activity related to the existence of
extraterrestrial civilizations.
I am unaware of any current legislation or House committee activity related to the existence of
extraterrestrial civilizations. although I am not a member of any House committees with jurisdiction
over such matters, I will keep your concerns in mind if the House should consider legislation in this area" "I would like to see some factual examples of electro-gravitices. If you have any concrete
and specific examples, I would surely like to know about them." "The Administration is currently reviewing the technological feasibility of developing a national
missile defense. Although it is too early to draw a definitive conclusion, it certainly appears that
constructing a space-based system capable of intercepting Chinese or Russian nuclear missiles may not be
feasible given our current technological abilities. Moreover, such a system might be easily evaded by the
construction of new missiles or decoys at a rate and cost beyond our ability to meet with these additional
defensive measures. Finally, establishing an NMD with this purpose in mind would be incredibly expensive,
might potentially undermine our relations with these countries, or lead to a renewed arms race.
A realistic missile defense system might specifically target small, extremist states, such as North Korea
and Iraq. If so, we should focus our efforts on boost-phase defenses. Boost-phase defenses use ground-based
interceptors to shoot down enemy missiles early in their flights and are very resistant to
counter-measures and decoys. In addition, any program developed may be required to extend protection
to our allies. Otherwise, a rogue nation could blackmail us by targeting London or Paris instead of Los Angeles or San Francisco.
A national missile defense system must be approached cautiously and with careful attention paid
to the possible diplomatic and financial consequences. for now, the Bush Administration will be best
served by seeking international support for a realistic system and accept allied consultation on its design.
This issue is highly controversial and many aspects of a proposed system have yet to be finalized.
Please be assured that I will continue to keep your views in mind as I carefully review this issue." "Thank you for contacting me with your concerns regarding the theorized UFO/Extraterrestrial
presence on and around Earth.
I have taken the liberty of forwarding a copy of your letter to the U.S. House of Representatives
Committee on Science to obtain additional information. I will be sure to forward the information
on to you as soon as I receive it." "Thank you for informing me of your strong support for prohibition of space-based
weapons and your concerns about President Bush's proposed National Missile Defense (NMD)
system. I appreciate hearing from you on this important issue and understand your concerns.
In the relace to explore the unknown that is space, the United States has been a
forerunner. Billions have been spent since the 1950s in an attempt to explore our universe.
Currently, the international space Station (ISS) has been completed to the point that astronauts
from all nations can live aboard it. This is the latest attempt to explore space. In these efforts to
find other life forms, every precaution will be taken to ensure that both parties can grow from the
meeting.
Each year, Congress provides funding for several space exploration projects. In the
upcoming months, I suspect that I will have the opportunity to consider the future of many of
these programs as part of the legislation that provides funds for the National Aeronautics and Space
Administration. Throughout these debates, you can rest assured that I will keep your
thoughts about space exploration in mind and take action as appropriate. From my perspective,
continued space exploration is the only way that we can discover more about the universe in which we live.
In your correspondence to me, you also note your concerns about the effects that space-based
weapons may have on space exploration and extraterrestrial events. As you may know,
President Bush has signaled his desire to implement a system that my include space-based
weapons as part of the National Missile Defense (NMD) system. The NMD is a system that has
been pursued as early as the 1950s in order to provide america security against foreign threats. It
gained widespread attention in the 1980s when then President Ronald Reagan launched a
research and development effort into more extensive defenses. During the 106th Congress, the
U.S. House of Representatives considered the issue of NMD on several occasions. Last year, for
example, we considered H.R. 4, commonly called the Missile Defense bill. This legislation
states that the policy of the United States is to deploy a national missile defense system. After
careful consideration of all sides of this issue, I decide to vote for H.R. 4, which passed the
House by a vote of 345 to 71 and was subsequently signed into law by former President Clinton.
From my standpoint, rogue states such as North Korea, Iraq, Iran, Libya, and Syria have a
long history of acting in unpredictable and often irrational ways. We cannot rely on the strategic
measure that kept us a peace with the soviet Union throughout the Cold War to protect us from
these nations. but because any NMD deployment must be subject to the authorization and
funding process, Congress has an opportunity to review the technological effectiveness of a
NMD and the actual national security threats that would warrant the deployment of NMD every year.
At present, I remain doubtful that the technology would be effective if deployed and
therefore will carefully review all requests for funding aimed beyond NMD research. Finally,
you can rest assured that I will take your thoughts and views into consideration should I have the
opportunity to consider any proposal that seeks to further expand NMD into space during the 107th Congress.
Again, thank you for contacting me to express your support for peaceful space relations." "Thank you for contacting my office to express your support for the Disclosure Project.
As your Representative, i appreciate the opportunity to respond to your concerns.
You will be pleased to learn that in May I met with representatives from the Center for the
Study of Extraterrestrial Intelligence (CSETI). Clearly, the issues surrounding UFO and ETI
secrecy have many implications. The detailed issue brief I received from CSETI on the
Disclosure Project intrigued me. I will certainly take your views into consideration as I continue
my work in Congress.
Once again, thank you for bringing this UFO/ETI issue to my attention. If I can be of any
further assistance, please do not hesitate to contact me."
Responses from Senators:
"However, in the recent absence of recent UFO activity, the absence of any
scientific gain from the past study of UFOs, and the absence of hostility from
any previously reported UFOs, it would be irresponsible to spend taxpayer money
on hearings and legislation related to such phenomena." "Thank you for your letter and enclosures about Unidentified Flying Objects (UFOs) and
Extraterrestrial events. I have noted your comments about legislation that would ban
space-based weapons. You may be assured that I will keep your views in mind should pertinent
legislation be considered by the Senate"
"it appears the Department of Defense needs to respond to your request.
I have sent a copy of your letter to the agency and asked that they respond directly to you"
"I appreciate hearing your support for a congressional investigation into the existence of UFOs,
Please know, should this issue come before the Senate, I will certainly keep your comments in mind."
"I read your comments with interest and will keep your comments in mind as my staff
and I review legislation."
"Having researched the issues you raised, I found no record of legislation regarding the
existence of extraterrestrial presence. In addition, there is no pending legislation, which would
ban all space-based weapons. Your communication raised some interesting points, and I appreciate
your sharing them with me"
"The House of Representatives conducted two Congressional inquires regarding UFOs
and extraterrestrial events in the late 1960s." "Since that time, however, I am
unaware of any further investigation by Congress of these matters"
"If technology can be developed - and I believe it can - to protect U.S. citizens from
a ballistic missile attack, then the U.S. government must do everything in its power
to build an deploy that system."
"the Disclosure project has issued a 500-page report asserting the existence of a
cover-up of visits by intelligent beings from a planet or planets other than Earth.
In addition, representatives of the project have called for Congressional hearings on this matter.
While there is no legislation currently pending for Congressional hearings planned regarding this issue,
please be assured that I will keep your views in mind should this issue come to the Senate for consideration"
"As you know, people have long wondered. are we truly alone in this universe?
There have been numerous accounts of "contacts" or "sightings" of UFOs and
extraterrestrial beings. While I certainly do not discredit these reports, I
Have not heard of any concrete evidence that would suggest there are other beings out there.
Please know that I will keep your thoughts on this matter in mind, but I doubt that
Congressional hearings dealing with extraterrestrial beings will be held in the Senate" "As one of the few scientists in the United States Senate, I believe in the scientific method
and am open to any credible information and proof of extraterrestrial contact, and to date there has been none.
That being said, we luckily live in a democracy where our government can be open with the majority of
information that it has. Little proof of extraterrestrial visitation was revealed in the two previous
Congressional hearings on UFO's in the 1960's. However, if there comes a time when corroborative proof
of extraterrestrials is shown, then maybe Congress should revisit the issue" "I agree with you that space research is one of the most fascinating areas of scientific
pursuit. For this reason, I continue to be a strong supporter of funding for the National
Aeronautics and Space Administration (NASA) and the National Science Foundation. I believe
that future technologies developed by these agencies will allow us to understand even more about
our own solar system and the universe. You provide an interesting perspective on these issues.
I will take your views into account should relevant legislation come before the Senate." "Thank you for your recent letter regarding the existence of a UFO and extraterrestrial presence
on earth. I appreciate your sharing your views. Rest assured I will keep them in mind" "Thank you for your letter concerning the holding of open hearings regarding extraterrestrial presence
and advanced energy propulsion systems. I appreciate your taking the time to contact me. At this time,
I am not aware of any legislation or hearings to explore the issues raised in your letter. However,
should such issues be brought before the Senate, i will certainly keep your views in mind." "As always, I am grateful to you for taking the time to make me aware of matters that are of
particular importance to you. I assure you that I will keep your comments in mind." "Thank you for your letter on the rising costs of energy and the nation's overall energy policy.
I share your concerns, and I appreciate the opportunity to respond on these important issues.
The energy price increase in recent months have imposed serious and unfair burdens on individuals
and families across the nation and it is essential for Congress and the Administration to respond more effectively
to this challenge. I am deeply concerned that President Bush's current energy proposal falls short of
providing the kind of effective policy the nation needs. The Administration's plan does
not deal at all with the current short-term crisis of energy costs. Its long-term policy is tilted
heavily in favor of the oil and gas industry. It would ease restrictions on oil and gas
development on public lands, open up the Arctic National Wildlife Refuge for drilling, reduce restrictions
on power plant emissions, and invest heavily in nuclear power- while also shortchanging the essential
roles of improving energy conservation and improving energy efficiency in meeting the country's future energy requirements.
I look forward to working with my colleagues in Congress on addressing the nation's energy policy. Please be assured that
I will do all that I can to ensure that Congress passes an effective and comprehensive energy proposal." "Thank you very much for sharing your thoughts on the possibility of extraterrestrial life.
I am always happy to hear from Missourians and am interested to know your thoughts on this issue." "Having researched the issues you raised, I found no record of legislation regarding the existence
of extraterrestrial presence. In addition, there is no pending legislation, which would ban all space-based
weapons. Your communication raised some interesting points, and I appreciate your sharing them with me as the
107th Congress progresses. In the meantime please rest assured that I will continue to support research,
technology, and space exploration undertaken by NASA." "Thank you for getting in touch with me to express your views about the Disclosure Project
and the possibility of an extraterrestrial presence. It's good to hear from you. I appreciate your input on this matter." "I appreciate knowing of your concerns and, should the Senate take up this or related issues,
I will have your views on file for my consideration at that time." "Thank you for contacting me regarding unidentified flying objects, extra-terrestrial life,
and space-based weapons systems. I appreciate hearing from you.
As the President moves forward with his defense initiatives
such as national missile defense system, the issue of space-based weapons systems
will increasingly become a topic of debate. I already have concerns about the technological and
economic feasibility of such a project, and I appreciate you bringing another perspective to this
discussion. When this issue comes before the Senate, I will be sure to keep your views in mind." Responses from Others:
"No Government agency is currently responsible for investigating UFOs because there is
no factual evidence that alien life exists on other planets or that UFOs are related to aliens.
I am enclosing our fact sheet"
"UFOs and extraterrestrial life forms alleged to be present on Earth are matters no longer being
investigated by the Defense Department. From 1948-1969, the air Force did conduct investigations under
several program names, the last of which was Project Blue Book. The decision to discontinue UFO investigations
was based on a number of factors, including reports and studies by the University of Colorado and the National
Academy of Sciences, as well as past UFO studies and the Air Force's two decades of experience investigating
UFO reports. As a result of these investigations, studies, and experience, Project blue Book concluded:
EVIDENCE DENIAL "Thank you for writing to the Union of Concerned Scientists with your information on UFO sitings and
the CD interview. We always appreciate hearing from our friends and supporters about their interests and concerns.
However, because UCS devotes all of its staff and resource to clean energy policy, global environment issues, food and
environment, clean vehicles, global security, and nuclear power safety, we do not have information on this particular
issue. we do not have the time or expertise to address this issue. I am sorry we cannot be of help in this matter." |
